Military Grievance - Committee Findings
On July 7, 2025, Kelly Walsh, Chairperson of the Military Grievances External Review Committee, issued findings and recommendations in Committee File 2023-164. The report states: “I find that the grievor was aggrieved.”
The Committee found that the assigned 5(d) release item was not appropriate on the evidence before it and recommended that the Final Authority provide redress by amending the release item to 3(b) - Medical. The report also found that the additional process caused an 11-month delay and did Zach a disservice.
Important status: These were findings and recommendations, not the Final Authority’s final decision. The July 17, 2025 transmittal letter expressly states that the Final Authority may accept or reject the Committee’s findings and recommendations, in whole or in part. This page will be updated if a separate Final Authority decision is made available for publication.
Personal Account of Harm and Ongoing Disputes
Zach states that the events surrounding his release, delayed access to pay or benefits, and related administrative and legal proceedings caused severe financial and family disruption. He reports experiencing housing insecurity between 2021 and 2024, damage to his marriage and family life, and restrictions affecting his role as a parent. He states that he continues to meet his child-support obligations.
Zach also states that proceedings in and around Colwood, British Columbia have included challenges to his credibility and mental fitness connected to his religious testimony about angels, archangels, and the spiritual realm. He disputes those characterizations and maintains that his testimony is an expression of sincerely held Christian belief.
Zach believes he has faced coordinated opposition from powerful institutions and networks because of his faith and knowledge. He sometimes describes that perceived opposition as the “deep state” or “dark forces.” This is Zach’s personal belief and interpretation; it has not been independently established by this website. No unnamed lawyer, judge, court, government body, or private party is accused here of criminal conduct.
